Duties of the Chair

  • Respond to the interests and concerns of the Council membership.
  • Chair monthly Executive Committee and General Membership meetings.
  • Represent the Training Council on various statewide committees or assign others to act on his/her behalf.
  • Establish and monitor the progress of the Council's standing committees.
  • Oversee the annual election of officers.
  • Prepare and submit the Not-for-Profit Tax Return to IRS

Duties of the Chair-Elect

  • Function as Chair in the absence of the Chair.

  • Attend monthly Executive Committee meetings and scheduled general membership meetings.

  • As requested by the Chair, assist with a range of tasks or represent the Council.

  • Oversee the posting and updating of Council’s committee structure on the website.

  • Serve as liaison to an operational committee.

  • Assume the position of Chair if the office becomes vacant during the year.

  • Assume the position of Chair, following the term of the outgoing Chair. 


Duties of the Secretary

  • Record and distribute minutes of the Executive Committee and General Membership meetings to primary and alternate delegates. Transmit minutes of Executive Committee meetings to Board Members and Committee Chairs.
  • Attend monthly Executive Committee and General Membership meetings
  • Serve as a member, or chair, of the Council's Communications Committee
  • Prepare annual call letter to agency heads requesting designation of primary and alternate delegates
  • Perform a variety of miscellaneous tasks including checking the Council's mail box, securing letterhead, responding to requests for mailing lists, maintaining files, and preparing correspondence

Duties of the Treasurer

  • Maintain the financial records of the Council, including the checking and savings accounts. Deposit revenues and pay bills. Ensure timely payment of postal box each year
  • Attend monthly Executive Committee and General Membership meetings
  • Prepare figures for oral report at monthly General Membership meetings
  • Prepare yearly budget estimate allocating expenses
  • Prepare annual summary of income and expenses
  • After the election of new officers, submit signature authorization card to the Credit Union

Duties of the Members-at-Large

  • Serve as a member, or chair, of one or more of the Council's committees. Report to the Executive Committee and general membership on progress of committees.
  • Attend monthly Executive Committee and General Membership meetings
  • Act as a representative for the Training Council

Roles and responsibilities of the Liaison - A liaison is defined as a member of the Executive Committee whose responsibility it is to communicate with one or more committees.

Some of the roles and responsibilities identified for liaisons are:

  • attend committee meetings;
  • communicate Executive Committee decisions and appropriate information to designated committee;
  • report out at Executive Committee meetings and General Membership meetings when the chair for their designated committee is not in attendance;
  • raise issues important to committees to the Executive Committee;
  • transition new liaisons;
  • coach new liaisons;
  • provide guidance to new liaisons to ease transition (e.g., get members on mailing list and discussion list, promote events on discussion list, through the newsletter, and on the website).
