GENERAL MEMBERSHIP MEETING MINUTES
May 13, 2008

SUNY PDP Training Center, Albany

Chris Seward, Chair, opened the meeting and welcomed all in attendance.  After introductions the following updates were provided: 

Training Council Updates: 

GOER Proposal:

Chris and Mike have had several meetings with the Governor’s Office of Employee Relations (GOER) to discuss the future of the organization.  After a review of the current by-laws and administrative procedures, the Executive Committee received a proposal from GOER outlining recommendations on how the Council could continue as an organization. . The recommendations were reviewed by the Executive Committee and feedback was forward  to GOER for clarification.  GOER has responded to the Council’s feedback which will be discussed further at next week’s Executive Committee.  In the absence of Chris, Mike Graziade Chair Elect will conduct the Executive Committee meeting.   

Chris also shared with the members that a  timeline was devised outlining the steps that needed to be completed before September 2008.A letter has been drafted  to Agency Heads regarding the status of the elections for the2008/2009  year.  The draft letter has been forward to GOER for review and comments.  The target date for the dissemination of the Agency Head letters is the first week of June.   The next step for the Executive Committee is to call a meeting with the current delegates.  The purpose of the meeting is  to present the proposal to the delegates and to vote on the recommended changes.  

Elections:

Chris informed the members that the target date for elections of a new Executive Committee is late July/early August. 

Long Term Debt – Status of payments  

The Council has been building funds to pay off long term debts and hopefully by June/July the only remaining debt will be the attorney fees.  Chris also indicated she is in the process of following up with the Assistant DA’s office and Albany County Probation  regarding the channeling of restitution payments.   

Fiscal Report:                                                                                    Linda Zell 

Linda shared the latest monthly fiscal reports for March & April.  She reported 75% of the long term debt has been paid except for one vendor who did not respond to the release letter and this vendor will be paid at the end of the year funds permitting. The remaining long term debt is approximately $5,000 to $6,000.  Linda also reported the $180 bill for the interpreter will be paid after this meeting. The minus 50% reflected in this report is not correct and should be $99. 

Committee Reports 

Annual Institute:                                                                               Mike Graziade 

Mike reported there are 40 registrations to date.  All information is on the Council’s website and he encouraged all to attend.  The Executive Deputy Commissioner from Civil Service will be the luncheon speaker and Jay Rifenbary is the Keynote presenter. 

Communications :                                                                             Barbara Agneta 

In the absence of Ed Gillen, Chair of the Committee, Barbara reported the latest News & Views was issued.  The Council staffed a booth at the ASTD Conference. The Committee assisted in the publicizing the Annual Institute. 

Directors & Leaders Colloquium:                                                   Chris Seward 

Chris reported the Training Directors Roundtable was held last Friday.  Mike shared an update on the GOER Train the Trainer offerings this fall.  There was an update on the NYS Learn Project and ideas were shared & discussed relating to collaboration.  There are no current plans for the next Training Directors Roundtable. 

PDPC:                                                                                                            Eric Eisenstein 

Eric provided an update on the activities of the committee.  The committee is responsible for today’s program “Update on NYS & CSEA Partnership Programs”    

Upcoming Workshops:   

May 22, 2008              When All Means Everyone: Resources & Strategies to meet reasonable accommodations

June 26, 2008 - “Domestic Violence and the Workplace: Program Implementation: Tools & Techniques for Trainers”

July 9, 2008 - Second offering of the above program

There is no charge for the workshops and there are waiting lists for both sessions.

A September workshop on Generational Differences presented by Angel Castro and John Marcellus is being planned for September 12, 2008, the announcement will be out in August.  

The Trainers Competency Tract III (TCT III) is ready to go and rollout is planned for January, announcements will be available in September.   This is a series of 5-7 workshops focused on Group & Team Facilitation.  The program is open to others besides Trainers. 

Recognition Committee:                                                       Eric Eisenstein 

Eric reported that nominations have been received for both the Maurice Schwadron Memorial Award and the Dan Shaw Ambassador Award.  The committee will be meeting shortly to make the selections.   The awards will be distributed at the upcoming Annual Institute Conference on June 3, 2008. 

Learning Technologies:                                                        Kyle Haynes 

Kyle reported that a program was held April 22, 2008 entitled “Designing E-learning Curriculum” and there have been requests for a follow up program.  The program was well received.

Announcements: 

Attorney General Office:                                                      Chris Seward 

Chris reported that the Attorney General (AG) office under the Executive Attorney General, Division of Administration which consists of 5 bureaus and 200 employees is embarking on an Individualized Career Planning for all employees.  The AG office has been working with the Career Mobility Office to offer CMO workshops to all of their employees in the Division of Administration.  The Executive Attorney General is meeting with individuals within the division to determine their professional goals   

The balance of today’s meeting was a presentation by Jeannine Morrell & Peter Trolio from the NYS & CSEA Partnership on “What’s Available in the New CSEA Contract”
